I would create a scientific utopia, restructure the education system, try to utilize 100% of our sun's energy, and invest in our space program.

I would research the current state of the governments and work on optimizing energy, safety and free speech...after starting some harmless but completely ridiculous programs to ensure that I would be remembered. :)
